Did you have windows re-installed when you “Got it fixed”. If so, there is a chance the recovery partition was deleted.
Edit: Performing a system restore DOES NOT restore the computer back to factory settings. System restore only monitors systems files via shadow copying service. The restore to factory settings you refer to when pressing F11 is a system recovery and not a restore in the sense the other answer refers to. System recovery has it’s own drive ( usually a logical drive) and has a boot image which is activated when you press F11. Most recovery’s have two options. Destructive and Non-Destructive. Additionally, if, as I asked above, you recently had windows re-installed chances are good the recovery option is no longer valid even though the option will still appear during start-up.

You can either click start(bottom left of screen) then control panel, system then do a total restore or back as far as the dates go. Or re-install the operating system completely. If you lost the cd you can use a friends as long as you use your own key number which is stuck on the right side of the case upper left corner. Has to be the same operating system as you bought it with.
